Stephen Amell, Oliver Queen aka The Arrow himself, has previously responded to a Harley Quinn question on Facebook: Story here. Amell, who has been proud of how Arrow Season 2 focused on several tough and proud female DC Comics characters, would like to have Harley Quinn again in Season 3.
Show boss Marc Guggenheim, however, had earlier told Collider he "did not expect people to lose their minds the way they did" after catching their "Easter Egg."
