Australia's Defense Minister Stephen Smith said the country can only export uranium to India and not to Pakistan, which is also seeking the same access to the nuclear material.

"Pakistan does not have the same record so far as proliferation is concerned. There have been serious expressions of concern about proliferation in the past," Smith said Thursday, according to AFP. "India is the world's largest democracy. There's never been any serious suggestion or any evidence of proliferation on India's part."

Smith was reacting to a statement of Pakistan's High Commissioner Abdul Malik Abdullah to ABC radio that concerns about the security of Pakistan's nuclear industry is past.

On Sunday, the ruling Labor Party overturned a ban on the export of uranium to India despite not being a signatory to the Nuclear Non-Proliferation Treaty like Pakistan. Australian Prime Minister and party leader Julia Gillard said the sale is safe as India is being closely watched by the international community.

Smith also said that India had vowed not to engage in atomic tests.

Some 40 percent of the world's uranium deposits is in Australia and the country is already exporting the nuclear material to China, Japan, Taiwan and the U.S.
