Various media outlets have asked Bieber's reps for comments. In a statement to E! Online, they said, "[Groping] definitely did not happen." Critics raised their eyebrows at the statement. The photo appears to show something to the contrary.

"I whispered that it was my 2nd time sneaking in & he kissed me on the cheek in the picture & it looks like his hand is there," JocelynnBieber posted to Twitter. The fan has also drawn mixed reactions, with some fellow Bieber fans accusing her of asking the celebrity to touch her breast. Some of the tweets have been offensive.

"Some of you are being so rude, I did nothing wrong," JocelynnBieber tweeted, apparently reacting to harsh tweets from other users.

"Of course you didn't do nothing wrong you are a lucky girl and maybe they are jealous," user Camila tweeted.

Despite the controversy surrounding the photo, JocelynnBieber kept the photo as her profile image on the microblogging site.

The fan's statement does not contradict the explanation of Bieber's reps. Melissa Victor, Bieber's publicist, told FOX411 Bieber was "moving his hand away from hugging her" as the picture was being snapped.
