Google is rolling out new update to New Nexus 7 and its evolving through forums that it has resolved many issues. The main one's are touchscreen issues, if you having any touchscreen issues then this update will resolve them.

This new update has updated the build number from JSS15Q to JSS15J. Also Google's Wilcox confirmed it via product forums by saying:

"As a couple of you have mentioned, there's a new system update that's started rolling out for your Nexus 7s. This update does address the touchscreen issues discussed in this thread. If you're one of the people experiencing touchscreen issues, please let us know how it's going after you've received and installed the update."

Currently we are unable to prepare changelog but you can share changes you have seen after update via comments below.
