Olivia Pope is back for real in "Scandal" Season 4 to do what she does best, handle the crazy, fix the twisted, and to make the President go weak at the knees. In episode 2 of "Scandal" Season 4, which is titled "The State of the Union," Olivia is likely to be there at the White House after reports appear saying "First Madam Crazy," featuring Mellie outside the White House, not at all looking like the mourning mother, the preview clip of the new episode indicates. As it has been established, Olivia is the only person who can turn the bad publicity into an advantage.
"Scandal" Season 4 opened with Olivia Pope returning to Washington DC from a beach, off the coast of Zanzibar, after learning about Harrison's death. She returned to arrange his funeral but could not ignore her old life. She realised that she is very much needed in Washington DC. Jake would have liked to continue standing in the sun with Olivia. However, Olivia's associates expect her to be the woman that they believe in who does not run away but fights and protects. Also, the final moments of the premiere episode hinted that Olivia and Fitz's love story continue to have the spark.

Mary McCormack and Josh Randall are guest starring in episode 2 to play the power couple. Meanwhile, the episode 1 did not reveal how Huck's meeting with his family go. It is likely that episode 2 will reveal what happened when Huck met his wife. The premiere episode introduced Portia de Rossi as the chair of Republican National Committee (RNC). Cyrus called her "Lizzie Bear." She is going to appear again in episode 2.
Olivia and Fitz's meeting in the White House is likely to be the highlight of "State of the Union."
