US man wearing GPS monitoring device kidnaps and detains teenager
A 20-year-old man from Ohio, U.S., who was under monitoring by police for kidnapping two women, allegedly raped a 14-year-old girl he had abducted after befriending her on Facebook. Cody Lee Jackson was wearing a monitoring device around his ankle all the time he was allegedly tormenting the teenager.
“We conducted our typical unscheduled and unannounced home visits," Hamilton County sheriff's spokesman Michael Robison told the Associated Press on Thursday. "He was required to report weekly to his assigned officer, which he did, and he complied with all other conditions."
Both the federal and the state authorities have charged Jackson on several counts. The federal authorities have slapped charges of coercion and engaging in illegal sexual activity with a minor and producing child pornography. While under the state authorities, he has been charged with abduction, rape and interference with custody.
U.S. marshals took him in their custody after he was arrested last week from the Salt Lake City, Utah.
Jackson contacted the teenager over Facebook in March. He then allegedly kidnapped her and held her captive in his apartment since March. He also punished her if she broke any of the rules he set for her to follow, such as no using the bathroom without permission or speaking to any other man. He had also allegedly raped her during her captivity, which has in all probabilities led to her pregnancy.
During this entire period of nearly two months, Jackson was under monitoring for another case of abduction of two women in 2014.
Robison has confirmed that Jackson was wearing the monitoring device from Jan. 22 to Jul. 31 -- the time he held the girl captive.
“We conducted our typical unscheduled and unannounced home visits,” Robison said. “He was required to report weekly to his assigned officer, which he did, and he complied with all other conditions.”
According to an affidavit by the federal government, another 20-year-old woman, who, according to CNN, was the mother to one Jackson’s many children, was assigned by Jackson to take the girl out of the Jackson’s apartment when the monitoring officials came to check on him. It is not sure how she came to know about the official’s “unannounced” visits.
The landlord helped the 14-year-old girl to reunite with her family, according to the federal documents.
