Yes, that's true as according to new leak its been running on Blackberry 10.2.1. Some reports are suggesting that Blackberry is internally testing it and a few screenshots have leaked out allegedly showing the Google Play Store running on the BlackBerry 10 platform.

This means now Blackberry users not have to side load Android Apps in order to use them. But the question here is that will this improve Blackberry sales or overall its financial condition. Now we have to wait as this is a pinch of salt and we can't believe it unless it is officially confirmed by the Blackberry or the new version of the Blackberry is not launched.
