The Nokia and Microsoft deal is also expected to close in early 2014. But the two companies have been continuing its existing product plans. This is to avoid the scrutiny of the regulatory board until the business deal between the two is officially sealed.
That's why despite the deal, Microsoft is also expected to launch a 7.5-inch Surface "mini" in early 2014.
