“A Few Good Women” is the title of episode 21. The episode will see the return of the Vice President Susan Ross, who will once again demonstrate that she is no pushover. According to the synopsis, she will continue to cause trouble for the Grant administration. In the episode “I’m Just a Bill,” she refused to cast her winning vote in favour of a bill until the President re-worked on the bill and made changes. The upcoming episode will see her hiring Olivia Pope to defend a woman in the Navy and she will do that by defying the President.

This Vice President is no Sally Langston but she is also not a simpleton and not at all a Yes Woman. She may prove to be a headache for Mellie when the latter runs for President of USA. But that will come later, as Mellie has to first win the senate seat of Virginia. And the synopsis says that her campaign will “continue to be a struggle.”

The penultimate episode will also reveal the fate of Rowan’s man Russell. The last episode saw Olivia figuring out that he is a B-613 agent. The episode ended with Olivia pointing a gun at Russell's head. The episode 21 will see Huck and Quinn trying to find information on their former organisation.

“Scandal” Season 4 Final Episode:

The episode 22 is titled “You Can't Take Command.” The episode will see an all out war against the Command of B-613, Rowan Pope. He has proved that he is almost invincible and his daughter cannot harm him. But then even the most invincible man has his bad day. The final episode will announce the result of the Virginia Senate election.

Official Synopsis of “You Can’t Take Command”: “Everything comes to a head in the shocking season finale when Olivia and the team finally make some big moves to take down Command, and Mellie’s fate is sealed as the election results are announced, on the season finale of “Scandal.”
